Rhonda Meadows - Vice President & Director

Owner, HR Solutions Consulting

Rhonda has been a devoted advocate for foster youth for decades. Meadows doesn’t just talk about making change; she makes change happen. She founded Bridge Meadows in 2004, an intergenerational community in North Portland with a mission of promoting permanency, community, and caring relationships for adoptive families of foster children while offering meaningful purpose in the lives of older adults. It has created a sense of peace for foster youth and purpose for all who live there.

She went on to establish Project Lemonade in 2011. This program allows Portland area foster youth the unique opportunity to shop for new and nearly new clothing at no charge to them or their foster families. This highly successful mission builds self-esteem and sets these children up for success in school.

Meadows has served on several non-profit Boards, including Chairperson for SEI (Self Enhancement Inc) and was Vice Chair of Programming for CASA Board of Directors. She is also a University of Oregon College of Arts and Sciences board member.

Rhonda has worked in the Human Resources field for over 30 years and currently owns her own HR consulting firm, HR Solutions Consulting.

Anthony Preston- President

Anthony was born and raised in Portland, Oregon, where he was placed into the foster care system at the tender age of seven. His upbringing and early years were shaped by the foster care system, where he remained under the state’s care until he aged out at 21.

Anthony lived with multiple families, moved six times, and shared his life with nearly 100 foster brothers. His journey was far from smooth, as kids in foster care often encounter difficulties when it comes to finding a sense of belonging. Trusting others and connecting with individuals who truly believe in your potential and are willing to push you to excel can be daunting.

Anthony was fortunate enough to have a few dedicated individuals circle around him who made the effort to understand his unique circumstance and encouraged him to complete his high school education.

Anthony defied the odds and went on to pursue a college education, earning a bachelor's degree in criminal justice and is now a police officer. Today, Anthony is happily married to his wife Aleisha. and is father to his infant daughter, Amara.

Vanessa DeHaan - Secretary & Director

Financial Advisor, Vista Capital Partners

Vanessa serves as the Secretary for Anthony’s Circle. She also enjoys coaching her daughter’s youth volleyball team. Through coaching, she’s learned that developing foundational skills and building young girls’ confidence makes a meaningful impact on and off the volleyball court. Vanessa feels blessed to extend her impact and support Anthony’s Circle’s mission of empowering foster youth through education.

Vanessa provides financial advice to individuals, families, and non-profit organizations as a financial advisor at Vista Capital Partners, an independent wealth management firm based in Portland. She studied Finance and Accounting at Loyola University Chicago and later obtained her CPA and CERTIFIED FINANCIAL PLANNING TM

Heather Perrin - Marketing Director & Director

Heather serves as the Marketing Director for Anthony’s Circle, bringing her passion for storytelling and community building to support and grow the organization’s mission. Portland has been home since 1997, and after 28 years in the city, she is deeply committed to its future—especially the role youth will play in shaping a thriving and inclusive community.

Professionally, Heather has held senior leadership roles with Nike and Aritzia, where she built brand, retail, and digital marketing strategies that elevated consumer experiences and drove meaningful growth. With more than 20 years of experience leading purpose-driven initiatives, she blends creativity, innovation, and consumer insight to bring people together and deliver impact at scale.

Xiomara Torres H. - Director

Circuit Court Judge Washington County

Judge Xiomara Torres was born in El Salvador and immigrated to the United States when she was  9 years old, speaking no English. She settled in California, where she spent time in the California foster care system from the age of 12 until she aged out at 18. She was the first in her family to attend college, graduating from the University of California, Berkeley with a degree in Sociology. She graduated from Lewis and Clark Law School in 2002.

Before her 2017 appointment to the Multnomah County Circuit Court, Judge Torres served as a Senior Assistant Attorney General in the Oregon Department of Justice. She worked in the Department's Torts and Employment Division and later the Child Advocacy Section.  She began her legal career handling juvenile dependency cases at a small private law firm. She also served as a judicial law clerk to Multnomah County Circuit Court Chief Criminal Judge Julie E. Frantz.

When she was appointed to Multnomah County Circuit Court Judge, Governor Kate Brown was quoted saying Judge Torres "has spent her career fighting for Oregon's most vulnerable children. I know she will bring to the Multnomah County Bench the experience, the talent, and the heart to make a significant contribution to the Portland community.”

Judge Torres is a past chair of the Oregon Minority Lawyers Association and has served on the board of the Oregon Hispanic Bar Association. She has also served on the Multnomah Bar Association's Court Liaison Committee and the Multnomah Bar Foundation Board of Directors. She currently serves on the board of directors for Project Lemonade and Anthony’s Circle.  Judge Torres was recently appointed by Oregon Supreme Court Chief Justice Meaghan Flynn to serve on the Juvenile Delinquency Improvement Program Advisory Committee.
